Active providers on the Provider Staff Master with a WorkMarket ID who are not on any rate card yet. Tick who to add, check the facility each one lands on, then Approve. Their rate items are entered next, on the card.

Rate cards are effective-dated. A change of engagement — PRN to part-time, say — is a new card from a date, not an edit to the old one.

Today "8/10 hr guar" lives as free text in the qualifier, where nothing can check it. Structured here, the weekly kind is checked on every run; the per-shift kind needs shift-level hours and will be enforced when the schedule feed lands.
